- professional fees for architects, engineers, quantity surveyors, and other consultants
- construction costs for general site preparation, materials, and cost of labour (including subcontractors).
Work put in place does not include:
- the cost of the land
- lawyers' fees
- legal fees for raising finance
- consent fees.
