Non response

Non response in the census is defined in two ways:

• Unit non-response: is when an individual did not return an individual form, or a household did not return a dwelling form or a household set-up form.
• Item non-response: is when a valid value was not given to a question that applies to the individual (on the individual form) or to the household (on the dwelling form/household set-up form).
