Description

New Zealanders departing for an absence of 12 months or more, and migrants leaving after a stay of 12 months or more in New Zealand. This measure was estimated from travellers’ statements on departure cards – based on how long they intended to be away from New Zealand. This intentions-based measure was timely; however, traveller behaviour was not always consistent with the stated intentions at their border crossing.

After November 2018, this intention-based measure was replaced with the outcomes-based measure (see Migrant departure).
