Reference period start:
New applications, register applications, and transfer application data reference period start July 2000.
Tenancy snapshot and household tables have data snapshots from January 2001 but contain records back to April 1980.
Tenancy exit records exist back to 1957 but are more consistent from 1980’s onwards.
Houses snapshot data reference period start April 2000 but contains records back to June 1993.
Reference period end:
The new, register, transfer, and tenancy application data have reference period end of 31 August 2015.

Register Snapshot (RS) and Register Household Snapshot (RHS)
The RS and RHS tables in the ‘hnz_clean’ schema for the December 2015 and March 2016 refreshes is an extract of the Housing New Zealand register tables based on applications that were eligible for social housing and applications that were assessed and were not eligible for social housing.
The data that is now available from the IDI_Sandpit is a subset of what is in the December 2015 and March 2016 refreshes. This subset contains only ‘live’ applications which means the application has been through the enquiry stage and their need for social housing has been assessed and the applicant has been confirmed as eligible for social housing. The application was therefore ‘live’ on the waiting list.

Tenancy Snapshot (TS) and Tenancy Household Snapshot (THS)
The Tenancy Snapshot (TS) and Tenancy Household Snapshot (THS) tables are missing data in the December and March refreshes.
As previously mentioned in the December 2015 and March 2016 refresh communications, the tables in the hnz_clean schema are missing some tenancy data. This data is related to tenancies spanning a number of periods from 2001 to 2010 but it mainly affects tenancies from 2009 to 2010.
In these extra tables you should expect to see an increase in the number of tenancies (legacy_household_uid’s) and person identities (legacy_snz_msd_uid’s) in the legacy data particularly for periods prior to November 2012.

Other quality issues:
Proxy date of births
Some records contained proxy date of births of 1900-01-01, this is the proxy date used by the agency when the birth date was unknown. Proxy date of births were likely to be used for records captured before the year 2000 or records for tenants who did not quality for income-related rent (i.e. market renters).
Register snapshot – ‘active’ applicants on the waiting list
The register snapshot and register household snapshot tables within the hnz_clean schema include all applicants who have applied for social housing, whether or not they meet the eligibility and needs assessment and thereby become ‘active’ on the waiting list.
Register snapshot and register household snapshot tables with data relating only to ‘active’ applicants on the waiting list will be available in the IDI_Sandpit.
