These people are not working and have something else to do/ choose to do something else such as being retired, looking after children, studying...; Or, they are disabled/sick etc and are unable to work; include s people who are 'alienated' or 'disillusioned' who, ought to be working, or should have the opportunity to work but are not and seem to have no intention of doing so
