Description

People from overseas arriving to live in New Zealand for 12 months or more. Before November 2018, this was estimated from travellers’ statements on arrival cards – based on how long they intended to stay in New Zealand. This intentions-based measure was timely; however, traveller behaviour was not always consistent with the stated intentions at their border crossing.

After November 2018, this intention-based measure was replaced with the outcomes-based measure (see Migrant arrival).
