Abstract

Serious Injury Outcome Indicators presents the annual number and rate of serious injury outcomes in New Zealand, through a set of indicators for fatal and non-fatal injuries. The indicators use national administrative datasets (listed below) to provide the most robust and reliable measures of serious injury outcomes currently available for New Zealand. The serious injury outcome indicators monitor the incidence of serious injury for the whole population, Māori, and children (0–14 years). Each indicator report presents annual trends for each of the six original New Zealand Injury Prevention Strategy (NZIPS) priority areas (assault, work-related injuries, suicide and intentional self-harm, falls, motor vehicle traffic crashes and drowning). Indicators for 'all injury' as an overall measure are also produced.

The indicators were developed by the Injury Prevention Research Unit (IPRU) at the University of Otago, funded by the Accident Compensation Corporation (ACC) through the NZIPS. Between 2006 and 2010, the IPRU published the serious injury outcome indicators as the Chartbooks of the New Zealand Injury Prevention Strategy Serious Injury Outcome Indicators. From 2011 onwards, Stats NZ (as the Injury Information Manager) began producing the serious injury outcome indicators.

The indicators are based on administrative data sources. The majority of the indicators are based on the Ministry of Health's Mortality Collection data and National Minimum Dataset of hospital discharges. Data also comes from the Accident Compensation Corporation; Coronial Services of New Zealand; Ministry of Transport; Water Safety New Zealand; WorkSafe New Zealand; and Stats NZ.

Purpose

Serious Injury Outcome Indicators is the key tool for measuring trends in serious injury in New Zealand. The protocol for government agency reporting on the incidence of injury in New Zealand was signed by lead government agencies for the six NZIPS priority areas in April 2010. This protocol ensures that the agencies use the serious injury outcome indicators to adopt consistent, high-level injury measures to report on national high-level injury trends.
