Service Population Concept

Description

A statistical basis for a population in terms of those accessing services in a given area at a given time. A service population can include residents and visitors including commuters, tourists and seasonal workers.

In practice, the service population is difficult to measure as it can vary significantly within short periods of time. It can also vary according to the service being provided. People may be counted multiple times in different areas depending on their mobility and use of services. Furthermore, comprehensive information about different visitor groups (eg commuters, seasonal workers, daytrippers) in local areas is limited.
