Baseline

Description

A point from which to measure change in each indicator over time. We use a three-year average for the baselines for all three indicators, reducing the chance that the baseline year has an unusually high or low rate. The baselines use the most-recent final data available at the time the targets were set.

These are the baselines we used:

(1) fatal injuries – three-year average rate for 2008–10 with fatalities from the 2010 Pike River Coal Mine tragedy excluded. We excluded these fatalities to better capture the underlying trend in annual fatality rates

(2) serious non-fatal injuries – three-year average rate for 2008–10

(3) injuries resulting in more than a week off work – three-year average rate for 2009–11.
